Lieutenant Colonel Louis Wagner, 88th Division of Pennsylvania Volunteers, Commander Camp William Penn, sent this letter to Major C. W. Foster, Assistant-Adjutant General of Volunteers for the Bureau for Colored Troops, requesting permission to enlarge the hospital by 75 beds, estimating the cost of the project to be $5,000.

Sir,
I have the honor to ask for authority to enlarge the Post Hospital so as to accommodate seventy five beds and the necessary attendants.
Our present accommodations are entirely inadequate to receive the sick naturally among two thousand men, the average strength of the command for three months. past, and the Medical Inspector of this department reports that such an enlargement is absolutely required.
The desired enlargement would require an additional building of 120 by 30 feet and the probable expense would be $5000,00. These estimates are my own.
Trusting that you may find it consistent to order this most necessary enlargement I have the honor to be.

P.S The Hospital Building enacted by U.S. was 80 by 20 feet and admitted 24 beds to which I have added 60 feet which admits 10 additional beds and part of our attendants.
